TOWN OF BLAINE

MEETING MINUTES

Wednesday, May 11, 2022

Chairman Jessica Estridge called the May 11, 2022 monthly board meeting to order at 7:00 pm.

Present were Supervisor Josh Fornengo, Supervisor Bryan Holter (via telephone), Clerk Charla Zaccardi, Treasurer Mona Velebir, Dori Willett, Ron Gallagher, Ron Proffit, Matt Holter and Bill Fish.

Pledge of Allegiance

Clerk’s Report:  Supervisor Josh Fornengo motioned to approve the April 19, 2022 meeting minutes with the correction of changing seal coating bids to “crack sealing bids”, Supervisor Bryan Holter seconded. Motion approved.

Treasurer’s Report: Treasurer Mona Velebir reported.

Expenses:  Supervisor Josh Fornengo made a motion to approve payment of expenditures as submitted.  Supervisor Bryan Holter seconded.  Motion approved.

OLD BUSINESS:

Road Equipment Update:  Ron Gallagher mentioned road eqiupment is good. He had a replacement fan installed on the grader and all issues have been fixed.

Road Condition Report:  Roads are good. Hay Creek has pooled up. Ron will ditch it when it dries. The trails are fantastic Dori Willett pointed out.

Fire Report: Dairyland Fire Chief Bill Fish reported that there had been several fires reported over this past weekend. A big brush fire was reported in the Town of Blaine.

Northland Community Center:

1) It was reported that Ron Profitt has replaced the seal on the kitchen sink facet. Thank you Ron.

Fall Partisan Primary, Tuesday, August 9th

Fall General Election, Tuesday, November 8th

Waste & Recycle Transfer Station: Now open Wednesday, 4-7 PM, Saturday, 10 AM to 2 PM and Sunday, 11 AM to 3 PM.

NEW BUSINESS

1) Bids were opened for NCC and Hillcrest Cemetery for lawn mowing. Supervisor Josh Fornengo motioned to approve the bid from Matt Holter for mowing the NCC for $100 per occurrence, Chairman Jessica Estridge seconded. Motion approved. Supervisor Josh Fornengo motioned to approve the bid from Larry Kern for lawn mowing of the Hillcrest Cemetery for $225 per occurrence. Supervisor Bryan Holter seconded. Motion approved.

2) Seal coating bids were recinded due to the it being “crack sealing” the town needs done. A new advertisement will be reposted with the correct information.

3) Window and furnace replacement for the NCC – Spooner Glass will be used for replacement glass. Information on new furnaces for the NCC were discussed. Bill’s Heating and Air has options available as the building has two furnaces. The board was quoted $3,500 to $3,700 a piece with 92 to 95% efficiency furnaces. Earth Energy submitted a bid as well. The town will use Bill’s Heating and Air. The brand is to be determined. The board will address venting as well as removal of the old equipment before replacement. A reviewof Earth Energy’s annual contract will be addressed.

4) Fire truck tanker proposals were discussed in lieu of paying the annual fire protection fee for the town, the electors discussed buying a tanker truck at the Annual Board Meeting and it will be put on a levy. The town has received two proposals thus far for $310,000 and $262,000. The new contract would be for a period of 8 years. The Town of Blaine will hold the title and make the payment for this new tanker truck. The Town of Dairyland would house and maintain the truck with monthly maintenance reports due to the Town of Blaine. A similar contract will be signed between the Town of Blaine and the Dairyland Fire Department for this new tanker fire truck. Chairman Jessica Estridge motioned to pre-approve the fire protection agreement to get bids for the fire tanker truck. Supervisor Bryan Holter seconded. Motion approved.

Supervisor Josh Fornengo made a motion to adjourn at 8:30 pm. Supervisor Bryan Holter seconded. Motion passed.  Meeting was adjourned.
