MEETING MINUTES

September 10, 2019

 

 

Chairman Drake called the September 10, 2019 monthly board meeting to order at 6:00 pm.

Present were Chairman Vern Drake, Supervisor Josh Fornengo, Supervisor, Jessica Estridge, Clerk Charla Zaccardi, Treasurer Larry Holter, Ron and Sandy Gallagher, Bonnie Young, Ron and Sharon Proffit, Dairyland Fire Chief, Bill Fish, Matt Holter and Katie Proffit

Clerk’s Report:  Supervisor Estridge made the motion to approve the August 13, 2019 board meeting minutes. Chairman Drake seconded. Motion approved.

Treasurer’s Report was provided by Treasurer Holter.

Expenses:  Supervisor Estridge made a motion to approve payment of the bills as submitted. Supervisor Drake seconded.  Motion approved.

Citizen’s Input: Dairyland Fire Chief, Billy Fish invited residents to the Dairyland Fire Department Open House on Saturday, September 14, 2019 from Noon until 5 pm.

Chairman’s Report:

  1. Chairman Drake asked about the disposition of the old clerk’s computer. Ken Busby from Momentum Computer Solutions e-mailed Chairman Drake with some suggestions and they were discussed. It was decided to let Ken dispose of the 8-year old computer as he sees fit.

  2. Chairman Drake thanked Supervisor Fornengo for his work on acquiring a lower price for propane from Burnett Dairy Coop for the Town.

  3. Chairman Drake discussed the gravel extraction and rock crushing that was done. He shared informational handouts and conversions for the amount of material mined.

  4. Chairman Drake mentioned a few residents have contacted him about the recent McGraw Lake Road project and Ron Gallagher continues to do some follow-up work.

  5. There are 2019 Fall Town and Village Workshops coming up soon. Supervisor Estridge and Clerk Zaccardi hope to find a date to attend.

  6. Chairman Drake mentioned that the sign for McGraw Lake town boat landing is still in process.

  7. Chairman Drake discussed the CAGE code that was recently obtained for the Town of Blaine that is necessary to receive financial assistance from the Federal Government.

  8. Supervisor Estridge mentioned that the new part of Hillcrest Cemetery will be mowed one more time and sprayed and surveyed in the spring.

  9. The October 2019 town board meeting will be moved to Tuesday, October 15, 2019 at 6 pm. The board will hold a budget working session on Wednesday, October 16, 2019 at 7:00 pm.

OLD BUSINESS:

Road Equipment Update:  None.

Road Condition Report: None.

Northland Community Center: 1) There was a discussion about opening the basement of the NCC to Blaine residents as a storm shelter. On a trial basis, there will be a coded entry lock with the code provided to people in the area that are in need of a storm shelter. 2) Plastic table runners will be purchased to cover and protect the new tables at the NCC. 3) Resident Ron Proffit brought up that tuck pointing/sandblasting needs to be considered for the maintenance of the block wall building. The last time it was done was 1991. Supervisor Estridge made a motion to acquire bids for tuck pointing the NCC. Supervisor Fornengo seconded the motion. Motion approved.

Waste & Recycle Transfer Station: 1) The board was advised that Wednesday evenings from 4 to 7 pm are busy enough to keep open for residents. 2) Chairman Drake shared wording for the new sign with regulations that is planned for posting. 3) The type of cautionary parking signs will be considered for special event parking in the old town hall area.

NEW BUSINESS:

  1. Chairman Drake shared information with board members regarding the bridge repair on South Markville Road. This included a cost estimate from Mike Hoefs the Burnett County Highway Commissioner. Supervisor Estridge made a motion to have the county repair the bridge and Supervisor Fornengo seconded. Motion approved. Chairman Drake will also contact the victim coordinator regarding future restitution.

  2. Pavement ratings are due to the WI DOT on December 15 and will be submitted online. This will be completed after the budget working session on October 16, 2019.

  3. Chairman Drake shared a handout and update on the Low Water Crossing on State Line Road.

Supervisor Fornengo made a motion to adjourn at 7:02 p.m. Supervisor Estridge seconded. Motion passed.  Meeting was adjourned.
