2020 – 2022 Road Improvement Plan Summary
 
Attached is the updated the “Road Condition Report and Improvement Plan”. It includes road “condition”
information and the roads to focus on that are in need of improvement are in bold. The McGraw Lake Road was
repaved in 2019 for about $120,000. This year in 2020, the focus should be on smaller projects. (Pulverizing,
chip sealing, and possibly purchasing a used single axle plow truck).
Recommendations are as follows:
2020
A. Big Island Road (Preparation) (1.11 miles).
1. Clear right-of-way
2. Replace culverts
3. Clean and/or deepen ditches
4. Pulverize the old asphalt ($3,700 per mile or $4,100 for this road).
5. Haul in gravel in preparation for future paving
6. Pack down and if budget allows, plan to repave in 2021 
Note: Ron can do all of this, except the pulverizing.
B. South Markville Road (Preparation of first 1.0 miles from Hwy 35 to bridge).
1. Clear right-of-way
2. Replace culverts
3. Clean and/or deepen ditches
4. Pulverize the old asphalt ($3,700 per mile or $4,100 for this road).
5. Haul in gravel and pack down in preparation for 2022 raising the road and repaving.
Note: This is for the $250,000 grant (50% paid by Blaine).
C. Chip seal St. Croix Trail and Little McGraw Road about 4 miles
1. Chip sealing is the most cost-effective method of extending the life of asphalt roads, but it has to be
done before the roads deteriorate too badly. The cost is approximately $11,000 per mile compared to
over $100,000 for repaving. Price is down due to lower oil prices, it’s usually $12,000 per mile.
2. Cost: Approximately 4 miles x $11,000 = $44,000
Note: Burnett County does the chip sealing in August, and it’s important to get on the County’s
schedule.

2021
1. A good candidate for chip sealing in year 2021 would be North Markville Road. Cost 3 miles x
$12,000 = $36,000. This could be a good LRIP project in 2021 that would cover about half of the
cost. LRIP funding is approximately $17,000 every two years (in odd years).
2. The LRIP funding could also go toward repaving Big Island Rd.
2022
1. Looking further ahead, the town should plan for the South Markville project for 2022. This is a
sizeable project so we need to budget accordingly. $250,000 half of which is covered by a TRID
grant with a completion deadline of June 2023. (See application letter and grant approval).
2. Let out contracts for raising the road to 891’ and repaving in 2022.
The other important factor is that a required amount of money must be spent each year on roads to
maximize the GTA. The data on the spreadsheet shows how much needs to be spent each year for
the next couple of years to maintain the required 3-year average for road expenses. These
are improvement road projects and purchases, and normal road maintenance expenses will continue.
