TOWN BOARD MEETING MINUTES
Wednesday, December 10th, 2025
I. OPENING
CALL TO ORDER: Chairman Mike Metcalf called the December 10th, 2025 town board meeting to order at 7:00 p.m.
PRESENT: Chairman Mike Metcalf, Supervisor Josh Fornengo, Supervisor Bryan Holter, Clerk Ryan Brennan, Treasurer Mona Velebir, Ron Gallagher, Dan & Nicole Sear, Bruce & Maureen Rivard, Billy Fish, Matt Holter, Phil & Deb Jackson, Anthony Fornengo
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES: Supervisor Josh Fornengo motioned to approve the November 12th, 2025 town board meeting minutes as submitted. Supervisor Bryan Holter seconded. Motion approved.
II. STANDING REPORTS
CLERK’S REPORT: Clerk Ryan Brennan recently completed preparation & certification of the property tax roll for the year and will soon be filing the last reports required by the county and state. The tax bills will be printed and ready to be picked up by the end of the week. He will be preparing NCC reservation calendars for the upcoming year and will have them posted to the website in January 2026. Clerk Ryan Brennan updated the transfer station permit applications & cards, and he also printed out 300 copies of the application to be included with the mailing of the property tax bills.
TREASURER’S REPORT: Treasurer Mona Velebir reported on bank balances for Community Bank of Siren. Our net balance is currently $649,590.00. She will also be picking up the property tax bills from the county treasurer by the end of the week and will soon have them mailed out. Supervisor Josh Fornengo motioned to approve the treasurer’s report as submitted. Supervisor Bryan Holter seconded. Motion approved.
APPROVAL TO PAY EXPENDITURES: Clerk Ryan Brennan reviewed the expenditure & payroll summary of the prior month. Chairman Mike Metcalf requested a running total of general expenses be added to future summaries as of the beginning of January 2026. Matt Holter will forward an invoice for his mowing & trimming services provided in 2025 to Clerk Ryan Brennan, in addition to an invoice from the Town of Dairyland for reimbursement of the purchase & installation of a salt sander for use by our roads-maintenance personnel. Clerk Ryan Brennan will be issuing payments for these transactions before the end of the current year. Supervisor Josh Fornengo motioned to approve the expenditure & payroll summary as submitted. Supervisor Bryan Holter seconded. Motion approved.
CHAIRMAN’S REPORT: Chairman Mike Metcalf reviewed handouts with attendees regarding the status of 2025 town projects, proposed projects for 2026, and options for covering the balance due for the FEMA loan. He also reviewed the status of administrative tasks with Clerk Ryan Brennan & Treasurer Mona Velebir, such as the municipal levy limit worksheet, WI Department of Revenue deadlines, and the municipal treasurer’s bond. Ordinances will be discussed and worked on in 2026 that pertain to the Uniform Dwelling Code (UDC), culverts, and ATVs. Chairman Mike Metcalf thanked Jessica Estridge for her extensive work on securing FEMA reimbursement totaling $445,486.00. He contacted the Board of Commissioners of Public Land to inquire of the amount needed to pay off the town’s FEMA loan, which is $509,048.98. Chairman Mike Metcalf motioned to approve full payment of the loan before the end of the year. Supervisor Josh Fornengo seconded. Motion approved. Clerk Ryan Brennan will soon issue payment to the BCPL.
SUPERVISOR’S REPORT: Supervisor Bryan Holter inspected the new plow truck and reported that its repairs are projected to be completed sometime around the beginning of the upcoming year.
ROAD CONDITION REPORT: Dan Sear reported that much progress has been made in the installation of new road signs and that the task will be completed in the spring. He has also finished laying gravel over the plot of tall grass near the dumpsters at the transfer station.
ROAD EQUIPMENT REPORT: Dan Sear reported that repairs have been provided to the grader. The tensioner broke on the plow truck, which delayed snow plowing as a result. Supervisor Bryan Holter, Matt Holter, and Dan Sear inspected the new plow truck and requested various modifications and features to be included.
DAIRYLAND FIRE DEPARTMENT REPORT: Billy Fish reported that the fire department continues to be busy, as they have reached their 2nd-highest year-to-date run total ever at almost 70 calls. With over 20 volunteers available, mutual aid has occurred often with other fire departments.
WARTS/TRANSFER STATION REPORT: Clerk Ryan Brennan reported that there were electrical issues recently at the transfer station, as power could not be supplied to the warming shed due to issues with the circuit breaker—not to mention it occurred during freezing temperatures. However, he quickly coordinated efforts with Supervisor Josh Fornengo, Supervisor Bryan Holter, and Kevin Tidemand to secure inspection & repairs of the circuit breaker which were provided promptly and efficiently. He also thanked them for their professional work. Clerk Ryan Brennan will be posting a memo on the town website informing residents that the transfer station permit process will continue utilizing applications for the foreseeable future and will NOT be placing the respective charges on the tax levy at this time.

IV. NEW BUSINESS
1) Clerk Ryan Brennan provided a copy of the 2026 Recycling Control Commission (RCC) contract to the supervisory board for review. General approval was given by the supervisory board for him to edit the scheduled hours listed and sign the contract.
2) Chairman Mike Metcalf motioned to conduct a voice vote regarding the approval of Bruce Rivard’s proposal to conduct weekly Alcoholics Anonymous meetings at the NCC: 3 votes in support (Mike Metcalf, Josh Fornengo, Bryan Holter), 0 votes in opposition. Unanimous support. Motion approved.
V. CLOSING
REVIEW OF PROJECTS: Town board members reviewed current projects as well as assignments and follow-ups to the old and new business items listed above.
