Wednesday, September 11, 2024
MEETING MINUTES PENDING BOARD APPROVAL
Chairman Jessica Estridge called the September 11, 2024 monthly board meeting to order at 7:03 pm.
Present were Supervisor Josh Fornengo, Supervisor Bryan Holter (via telephone), Treasurer Mona Velebir, Clerk Charla Zaccardi, Ron and Sandy Gallagher, Ryan Brennan, Matt Holter, Billy Fish, Phillip Jackson, Andy Ristrom, Kevin and Kathy Tideman, Dan, Nicole and Elijah Sear, Mary Harrington, Ron and Sharon Proffit, Bonnie and Steve Holter, Anthony Knowling, John Fornengo, Don Eddy and Dori Willett.
Pledge of Allegiance
Clerk’s Report: Supervisor Josh Fornengo made a motion to approve the Augusst 14, 2024 monthly board meeting minutes as submitted. Supervisor Bryan Holter seconded. Motion approved.
Treasurer’s Report: Treasurer Mona Velebir reported on bank balances for Bremer Bank and Community Bank of Cameron.
Expenses: Expenditures were reviewed by the board. Supervisor Josh Fornengo moved to approve the submitted expenses, Supervisor Bryan Holter seconded. Motion approved.
Citizen’s Input: Treasurer Mona Velebir received and read a letter from community members, Heide and Jeff Johnson, regarding the use of the Northland Community Center. Kevin Tidemand was present and shared other new perspectives from the community regarding the use of the community center as well. Discussion took place and included thoughts and concerns for the building as well as the community. Some of the discussion included building updates and minor repairs. The kitchen storage rooms have been cleaned out and church items have been put away. It is hoped that the homemakers will have plenty of room to provide for events in the future.

Chairman’s Report: Chairman Jessica Estridge reported that a notice has been posted to the Town Facebook page that State Line Road will be closed September 29 thru October as they will be replacing the bridge – please watch out for traffic as trucks will be entering and exiting.
OLD BUSINESS:
Road Equipment Report: Ron Gallagher reported the equipment is good.
Road Condition Report: Bill Hill Road updates – Half his time taking care of grading
North Markville Road – more brushing
New owner by Big Hill Road – new entrance at the top of the hill. He is planning on building.
No annexation of that road, it hasn’t been on the DOT maps for years.
We can no longer annex it as the owner would be landlocked.
Class 5 rock – one lane – brushing, class 5 fill holes – top dress it for emergency vehicles.
Plowing this winter will be addressed. We have materials and this will consist of labor time. This will be put on the 5 year road plan.
Four signs will be replaced before the end of the year.
Pictures will be taken before Larson begins construction.
Fire Report: Fire Chief Billy Fish reported they have been busy. The Open House is this weekend to include raffles, silent auction and prizes.
Northland Community Center:
Sunday – Community Church - 1st, 3rd and 5th Sunday of each month
Saturday, September 28, 2024 – bridal shower
Saturday, October 12, 2024 – DOVR Dinner/Fundraiser
Tuesday, November 5, 2024 - 2024 General Election
Waste & Recycle Transfer Station: HOURS: 4 PM to 7PM Wednesday evenings, and 11 AM to 3 PM Sunday’s.
Things are going well. Local to visitor ratio is contracting a bit with a sharp drop off after Labor Day. Reminder to residents- even if you see the chain down, it doesn’t mean the WARTS is open.
NEW BUSINESS
- Overflow of items in the kitchen and storage area. This was covered in “Citizens Input”.
Supervisor Josh Fornengo moved to approve the regular town board meeting be rescheduled to Wednesday, October 16, 2024 at 7 PM with a budget workshop meeting at 6 PM, Chairman Jessica Estridge seconded. Motion approved.
ITEMS TO BE PLACED ON THE OCTOBER AGENDA
- NCC Committee suggestions and possible appointing/formation of NCC Committee members
Supervisor Josh Fornengo made a motion to adjourn at 8:20 pm. Supervisor Bryan Holter seconded. Motion passed. Meeting was adjourned.
