MEETING MINUTES

Monday, September 19, 2022

 

Chairman Jessica Estridge called the September 19, 2022 monthly board meeting to order at 6:02 pm.

Present: Chairman Jessica Estridge, Supervisor Josh Fornengo, Clerk Charla Zaccardi, Treasurer Mona Velebir, Ron Gallagher, Klaus Nieder, Bill Fish, Matt Holter and Dori Willett.

Pledge of Allegiance

Clerk’s Report:  Supervisor Josh Fornengo moved to approve the Wednesday, September 14, 2022 open and adjournment to reschedule the board meeting to Monday, September 19, 2022 at 6:00 pm. Chairman Jessica Estridge seconded. Motion approved.

Supervisor Josh Fornengo motioned to approve the August 10, 2022 meeting minutes. Chairman Jessica Estridge seconded. Motion approved.

Treasurer’s Report: Treasurer Mona Velebir reported.

Expenses:  Monarch Paving payments were discussed and will be distributed. Documentation of expenses will be submitted to expedite payment for the St. Croix Trail project. Supervisor Josh Fornengo made a motion to approve payment of expenditures as submitted.  Chairman Jessica Estridge seconded.  Motion approved.

Citizen’s Input: A resident inquired about what type of loan the board was talking about during the meeting. It was explained that it was a municipality loan available if there is an overlap in receiving grant money for repairs.

Chairman’s Report: Chairman Jessica Estridge reported the painting of the Northland Community Center is in progress and should be finished by next week. Century Link has not responded on internet connection at the NCC. Chairman Jessica Estridge set a working budget meeting for October 12, 2022 immediately following the board meeting.

 

 

OLD BUSINESS:

 

Road Equipment Update:  Ron Gallagher reported that there are small problems, but nothing major. Ron Gallagher will finish mowing the Hillside Cemetery this week. Equipment conditions and what might need replacement in the future was discussed.

 

 

Road Condition Report:  Roads are decent.

Fire Report: Dairyland Fire Chief Bill Fish – The Open House at the Dairyland Fire Department on Saturday, September 17, 2022 was a success. The new preliminary numbers on the pumper fire truck are available soon and actual numbers will be given to the board the numbers should be good for 30 days. The annual fire protection payment will be going towards the pumper truck with insurance and maintainence provided by the department. This truck will add 14 minutes of water time for responders.

Northland Community Center:

- Saturday, October 15, 2022 Dairyland Outdoor Veterans Retreat event

-Tuesday, November 8, 2022 General Election

- Saturday, June 3, 2023 Sear Family event

- Saturday, September 9, 2023 Holmstrom Family event

Waste & Recycle Transfer Station: OPEN Wednesday, 4-7 PM and Sunday, 11 AM to 3 PM.

NEW BUSINESS

1) Road improvement plans – the Stateline Road project needs to be completed. No blacktop is needed next year. A dump truck should be considered for purchase. The culvert on Markville Road needs to be replaced. No bids were submitted to the board for the Low Water Crossing bridge.

2) The surveyor, Tamarack Land Surveying, sent a tentitive map of the new Hillside Cemetery sections and road. Ron Gallagher will put the curved roads in when marked. Supervisor Josh Fornengo approved the map from Tamarack Land Surveying, for the new Hillside Cemetery sites. Supervisor Jessica Estridge seconded. Motion passed.

ITEMS TO BE PLACED ON THE OCTOBER AGENDA

  • Review Dairyland Fire Department pumper truck proposal

Supervisor Josh Fornengo motioned to adjourn at 7:00 pm. Chairman Jessica Estridge seconded. Meeting was adjourned.
