ANNUAL MEETING MINUTES
 
April 19, 2022 7:00 PM NCC

Elector, Jessica Estridge called the 2022 Annual Meeting to order at 7:00 PM.

In attendance were Electors, Jessica Estridge, Josh Fornengo, Bryan Holter, Mona Velebir, Charla Zaccardi, Ron Proffit, Bill Fish, Brandie Fornengo, Dori Willett and Katie Proffit.

Pledge of Allegiance

Elector, Jessica Estridge reviewed the purpose and procedure for conducting the Annual Electors Town Meeting.

The 2021 Annual Town Meeting Minutes were reviewed and Bill Fish made a motion to approve the Minutes with Elector Jessica Estridge’s suggestion to eliminate board member titles within the Minutes and refer to board members as “Electors”. The electors are given the opportunity to approve the Minutes, not the Board. With these changes being made, a motion to approve the 2021 Annual Town Meeting Minutes was made by Bill Fish and Brandie Fornengo seconded the motion. Motion passed.

New Business:

1) Electors will have a referendum on the August Primary and upcoming November 2022 ballot for the submitted Ordinance #2021-01 to change the Town Treasurer position from elected to appointed. This ordinance will appear as a referendum on the ballot at the November 2022 general election and if approved, will go into effect in April 2023.

2) Bill Fish asked the board to start looking budgetary for the Town of Blaine to buy a fire truck/tanker. The timeline for the purchase was discussed. It was proposed that the Town of Blaine would retain the title in lieu of the yearly fire protection payments. It was suggested that Bill Fish solicit 3 different bids to propose at the next town board meeting. A breakdown of costs would be provided at a special elector’s meeting in the fall before the budget meeting to discuss how much is needed for fire protection. Insurance would also be needed. A discussion was had regarding getting information on changing to a fire association versus a volunteer fire department. Bill Fish made a motion to delegate to the town board the authority to levy the property tax to be used for town purposes. Dori Willett, seconded. Motion passed. 9 Yay, 0 Nays.

3) A handout was shared listing the roads closed to UTVs/ATVs in the Barrens. There was discussion regarding any road improvements in order for these roads to be used again.

4) Bill Fish made a motion to set the date and time of the 2023 Annual Electors Meeting for Wednesday, April 19, 2023 at 6 PM to be held at the Northland Community Center. Dori Willett seconded the motion. Motion passed.

Motion to adjourn was made by Bill Fish, seconded by Brandie Fornengo.  Motion passed. The meeting was adjourned at 7:55 PM
