TOWN OF BLAINE
MEETING MINUTES

Wednesday, December 8, 2021

 

Chairman Jessica Estridge called the December 8, 2021 monthly board meeting to order at 7:00 p.m. 

Present were Chairman Jessica Estridge, Supervisor Josh Fornengo, Supervisor Bryan Holter (via telephone), Clerk Charla Zaccardi, Caleb LaFave representative from Monarch Paving, Ron Gallagher, Brandie Fornengo, Klaus Nieder, Matt Holter and Billy Fish.

Pledge of Allegiance

Clerk’s Report:  Supervisor Josh Fornengo motioned to approve the November 10, 2021 meeting minutes. Supervisor Bryan Holter seconded. Motion approved.

Treasurer’s Report: Clerk Charla Zaccardi reported.

Expenses:  Supervisor Josh Fornengo made a motion to approve payment of expenditures as submitted.  Supervisor Bryan Holter seconded.  Motion approved.

Citizen’s Input: Klaus Nieder inquired about the progress on South Markville Road. It was mentioned there would be a 12 ft culvert, but we are waiting for DNR approval as there is a grant involved.

Chairman’s Report: The yearly contract agreement with the Recycling Control Commission was reviewed and signed.

Chairman Jessica Estridge mentioned that former Chairman, Vern Drake, is recovering at home from a recent heart attack. He did say that he is doing well.

 

OLD BUSINESS:

Road Equipment Update:  Ron Gallagher reported that everything is good.

Road Condition Report: Ron Gallagher reported that roads were plowed and sanded with the Barrens leveled. Chairman Jessica Estridge asked about possible equipment replacement in the next 5 to 10 years. It was noted the dump truck, grader (5 years or trade in) and then the tractor. There was an e-mail received from a resident concerning road maintenance procedures and possible increased road maintenance costs. A discussion took place and Supervisor Josh Fornengo will follow-up with this resident to address these concerns.

Northland Community Center:

a) December 24, 2021 Christmas Eve Service Woodland Wesleyan Church 5 pm.

b) December 26, 2021 – Private event

Waste & Recycle Transfer Station: HOURS Beginning Sunday, December 5th 11 AM to 3 PM Sunday’s through March 31, 2022.

NEW BUSINESS:

1) Chairman Jessica Estridge received and opened the bid from Caleb Lafave from Monarch Paving. Supervisor Josh Fornengo moved to accept the bid from Monarch Paving. Supervisor Bryan Holter seconded. Motion approved.

ITEMS TO BE PLACED ON THE JANUARY AGENDA:

  • Internet at the NCC

Agenda items due Friday before each meeting.

Supervisor Fornengo made a motion to adjourn at 7:50 pm. Supervisor Holter seconded. Motion passed.  Meeting was adjourned.
