TOWN OF BLAINE
MEETING MINUTES

Wednesday, November 10, 2021

 

Chairman Jessica Estridge called the November 10, 2021 monthly board meeting to order at 7:05 p.m. 

Present were Chairman Jessica Estridge, Supervisor Bryan Holter, Clerk Charla Zaccardi, Treasurer Mona Velebir, Ron Gallagher, Matt Holter, Dori Willett and Billy Fish.

Pledge of Allegiance

Clerk’s Report:  Chairman Estridge motioned to approve the October 6, 2021 meeting minutes. Supervisor Holter seconded. Motion approved.

Chairman Estridge motioned to approve the October 25, 2021 Special Meeting minutes. Supervisor Holter seconded. Motion approved.

Chairman Estridge motioned to approve the October 25, 2021 Dairyland Volunteer Fire Department Meeting minutes. Supervisor Holter seconded. Motion approved.

Treasurer’s Report: Treasurer Mona Velebir reported.

Expenses:  Chairman Estridge made a motion to approve payment of expenditures as submitted.  Supervisor Holter seconded.  Motion approved.

Citizen’s Input: None.

Chairman’s Report: Chairman Estridge will be meeting with a representative from FEMA to receive an update and will follow-up with Supervisor Fornengo regarding Cooper Engineering’s input on the project.

 

OLD BUSINESS:

Road Equipment Update:  Ron Gallagher reported that everything is good.

Road Condition Report: Ron Gallagher reported that roads are being graded. He also updated the board on what gravel had been hauled out to the town roads. He mentioned the town has 3 to 4 years of crushed gravel available. New fire signs will be put up. The board will check on the new fire number for Pete Fornengo.

a) approve town road closures to UTV/ATVs as noted below:

 

Spring Brook Trail, from Swiss town line eastbound to ATV trail intersection at Dogtown Creek. Apx. 2.8 miles

Namekagon Trail, from the black top on the north side of the Namekagon bridge northbound to St. Croix Trail. Apx. 2 miles

 

Five Mile Road, from Namekagon Trail eastbound past the cemetery to where the ATV trail officially comes onto Five Mile Road. Apx. 1.5 miles

 

St Croix Trail, from Dry Landing Road intersection eastbound to East County Line Road. Apx. 2.1 miles

 

Dry Landing Road  (labeled East Dry Landing Road on google maps), from intersection of North County Line Road, westbound to the St. Croix River. Apx. 1.4 miles

 

North County Line Road, from the intersection of Gomulak Fire Lane eastbound to East County Line Road. Apx. 1 mile.

 

East County Line Road, from North County Line Road southbound to where the blacktop begins near No Man’s Lake Apx. 2.5 miles (AN EDIT HAS BEEN MADE TO THIS SECTION. There is a short section of East County Line Road that is black top around No Man's Lake, we are leaving blacktop roads open.)

 

East County Line Road, from the intersection of Five Mile Road southbound to the Totogatic River. Apx. 1.8 miles

 

Namekagon Point Road from Spring Brook Trail northbound towards its end at the river Apx .9 miles

 

No Mans Lake Road from St. Croix Trail northbound and to its end at the turn around Apx .7 miles

 

Chairman Estridge motioned to close the specified UTV/ATV summer and winter use trails, unless snowmobile trails are officially open, not to include frozen ground trails. Supervisor Holter seconded. Motion passed.

 

Northland Community Center: None.

Waste & Recycle Transfer Station: Now open Wed, 4-7 PM, Sat, 10 AM to 2 PM and Sunday, 11 AM to 3 PM.

NEW BUSINESS:

1) Chairman Estridge passed out copies of the Town of Blaine 2022 Budget. Supervisor Holter made a motion to approve the Town of Blaine 2022 Budget. Chairman Estridge seconded the motion. Motion approved.

2) Chairman Estridge signed the North Lakes Mechanical Consulting Services, Inc., contract with Dennis Quinn to continue as the building inspector for Blaine in 2022. Supervisor Holter motioned to approve Dennis Quinn as the building inspector for 2022, Chairman Estridge seconded. Motion approved.

ITEMS TO BE PLACED ON THE DECEMBER AGENDA:

  • Bids for paving

Agenda items due Friday before each meeting.

Chairman Estridge made a motion to adjourn at 8:30 pm. Supervisor Holter seconded. Motion passed.  Meeting was adjourned.
