MEETING MINUTES

Tuesday, June 9, 2020

 

Chairman Vern Drake called the June 9, 2020 monthly board meeting to order at 6:00 PM. 

Present were Chairman Vern Drake, Supervisor Jessica Estridge, Supervisor Josh Fornengo, Treasurer Larry Holter, Clerk Charla Zaccardi, Sharon and Ron Proffit, Bonnie Young, Ron and Sandy Gallagher, Gary and Sharon Proffit, Brandie Fornengo and Matt Holter.

 

Pledge of Allegiance

Clerk’s Report:  Supervisor Estridge made a motion to approve the May 12, 2020 meeting minutes. Chairman Drake seconded. Motion approved. The Annual Elector’s Meeting will be held at 6:00 PM on Tuesday, July 14, 2020 with the regular monthly board meeting immediately following.

Treasurer’s Report was provided by Larry Holter.

Expenses:  Supervisor Estridge made a motion to approve payment of May expenditures as submitted.   Chairman Drake seconded.  Motion approved.

Citizen’s Input: Ron Proffit shared an article from the Inter County Leader regarding a grant awarded to the Town of Luck for a $2.2 million dollar storm shelter. This grant is from the 2019 Pre-disaster Mitigation Grant Program. Ron was thanked for bringing up this information and Supervisor Estridge will follow up with Jim Tolbert, Burnett County Emergency Management Director about this program.

Sandy Gallagher inquired if there will be a portable restroom provided at the McGraw Lake boat landing this summer. The cost of a unit and pumping was discussed. Supervisor Estridge will look into purchasing one for the Town.

Chairman’s Report: 1) Chairman Drake reported that a resident, Pat Lewis, from Rockford, IL commented on all the recent improvements to Evergreen Cemetery. 2) Chairman Drake reported there was a great turnout at Hillcrest Cemetery for the Memorial Day ceremony. Flag etiquette on Memorial Day and having a trumpet player was discussed. Supervisor Fornengo will raise the solar light on the flagpole.

 

 

OLD BUSINESS:

Road Equipment Update:  Ron Gallagher stated equipment is in good condition.

Road Condition Report: Ron Gallagher reported the road conditions are good.

Northland Community Center: The building is open. Clerk Zaccardi reported there is table and chair rental ongoing and a July 11, 2020 event to come.

Waste & Recycle Transfer Station: Two signs for the WARTS will be installed soon.

 

NEW BUSINESS:

  1. Liquor license applications have been received. Supervisor Fornengo made a motion to approve the liquor license for McGraw Lake Tavern and Hillside Inn from July 1 to June 30, 2021. Supervisor Estridge seconded. Motion approved.

  2. Chairman Drake shared an e-mail from resident, Ken Carlson, discussing the roof replacement. A discussion continued regarding flat rubber vs. trussed roof options. Supervisor Fornengo made a motion to run ads for bids for replacing the rubber roof. Supervisor Estridge seconded. Motion approved.

  3. Chairman Drake shared a detailed plan for library maintenance. Supervisor Estridge will contact a local painter. Supervisor Fornengo made a motion to accept the library maintenance plan. Supervisor Estridge seconded. Motion approved.

  4. The exterior of the NCC was discussed. It was decided to run ads for bids on aluminum/steel siding or stucco.

  5. The blacktop around the perimeter of the NCC will be removed to achieve the proper slope away from the building. The asphalt will be pulverized at the same time as the driveway and parking lot are to be done later in June.

  6. The 2017 ATV Ordinance was reviewed and after input will be reviewed again and approved at the July 14th board meeting. It was reported that road repair costs to the town due to ATV traffic came to about $4,500 per year. Supervisor Fornengo will look into the possibility of what funding might be available to repair town roads used as ATV trails.

  7. Chairman Drake shared information on the 2020 and future road improvement plans. Pulverizing S. Markville Road and Big Island Road will take place after June 17, 2020. Chip sealing will be considered for August on St. Croix Trail and/or N. Markville Road. The board will have to continue to monitor road expenses and consider the option of purchasing a used single axle plow truck near the end of the year if needed to maximize GTA.

Supervisor Estridge made a motion to adjourn at 7:20 PM. Supervisor Fornengo seconded. Motion passed.  Meeting was adjourned.
