TOWN OF BLAINE
MEETING MINUTES
December 10, 2019
Chairman Drake called the December 10, 2019 monthly board meeting to order at 6:03 pm.
Present were Chairman Vern Drake, Supervisor Josh Fornengo, Clerk Charla Zaccardi, Treasurer Larry Holter, Ron Gallagher, Bonnie Young, Ron and Sharon Proffit and Cole Fornengo.
Clerk’s Report: Supervisor Fornengo made the motion to approve the November 12, 2019 board meeting minutes. Chairman Drake seconded. Motion approved.
Treasurer’s Report was provided by Treasurer Holter.
Expenses: Supervisor Fornengo made a motion to approve payment of the bills as submitted. Chairman Drake seconded. Motion approved.

Chairman’s Report:

Chairman Drake received an e-mail from Dairyland Fire Chief, Billy Fish and it was noted the approved grant money will be sent out immediately.

Chairman Drake shared recent logging information with Supervisor Fornengo taking place in Section 7 in East Blaine approximately 108 acres.

Chairman Drake communicated with Mike Hoefs, Burnett County Highway Commissioner, regarding the 90/10% MLS program. It did not sound promising for Blaine to obtain funding so we will continue under the Town Road Improvement Discretionary (TRID) program to develop a project plan with Cooper Engineering for design work and surveying, and then publish for bids to complete the work. We have until June 2023 to complete this South Markville Road project.
OLD BUSINESS:
Road Equipment Update: Ron Gallagher stated equipment is in good condition. The grader was serviced today and the 2011 International plow truck had an overdue tune up and transmission work done. The maintenance work was done by RIHM in Superior, WI.
Road Condition Report: Ron Gallagher reported the roads have been plowed and more sanding will be done. It was reported that State Line Road has been plowed.
Northland Community Center: 1) Clerk Zaccardi reported that Woodland Wesleyan Church will hold a Christmas Eve Service at 5pm at the NCC. The community is invited. 2) Summit Companies have been out and inspected all fire extinguishers within the building and the town garage. Ron Gallagher has 2 extinguishers which need to be replaced. 3) Ron Proffit suggested we should have itemized specs for tuckpointing before the bid process.
Waste & Recycle Transfer Station: Clerk Zaccardi received the annual drop off site staffing agreement from the Recycling Control Commission. She will sign and return this agreement.
NEW BUSINESS:

Chairman Drake and Jim Tolbert (Burnett County Emergency Management Director) recently met with Cody Kamrowski from Wisconsin Emergency Management (WEM) in Shell Lake. They recapped two ongoing projects in Blaine, the North Markville Road “culvert bridge” and the Low Water Crossing (LWC) on State Line Road. Chairman Drake also shared lessons learned in dealing with FEMA and WEM. He shared information on an Arch culvert as a suggestion for N. Markville Road over Chases Brook.
Supervisor Fornengo made a motion to adjourn at 6:40 pm. Chairman Drake seconded. Motion passed. Meeting was adjourned.
